Upsizing will cost double the current value of a company and therefore if you have insufficient budget, the system will not allow you to attempt an upsize. Instead it will show how much budget you require - shown as "Missing Budget" in the Upsize/Liquidation menu.
Another reason why you may not be able to upsize or buy a Licence could be due to its rating. Once a Licence's rating falls below a certain threshold an upsize and buying barrier comes into effect. The rating threshold is different for each product group, as follows:- •0.7 or below - Cannot buy or upsize a RAW Licence •0.8 or below - Cannot buy or upsize an INTER Licence •0.9 or below - Cannot buy or upsize a CONSUMER Licence
You also may not liquidate a licence if the resulting credit rating would be F (bankrupt). ie your wealth:credit ratio is too small.
You must use 10% of your available budget when buying new licences. Hence some licences may be too small for you to buy.
